Yorktown is a 100-year-old town (not a city) with a population of more than 9,000, located in Mt. Pleasant Township, in Delaware County, Indiana. Town, Township, county and state are all separate taxing units and provide different services to the taxpayer.

Town Council
The Town Council of Yorktown is comprised of five members elected at-large from five council districts. They serve 4-year staggered terms. The Council serves as both the legislative and executive branches of local government. The Town Council, within the corporate limits of the Town, has the power to make laws, ordinances and regulations, not in confl ict with the laws of the state, as may be necessary to effect local policy and carry out the functions of local governmental. The Council may also repeal or amend the same, as it deems necessary. The Town Council establishes town policies and gives direction to town goals. The Council may also enter into contractual agreements and incur debt as may be necessary for municipal operations under guidelines established by state statue.
The Town Council meets regularly at 5:30 p.m. on the third Monday of each month in the Town Court building behind Town Hall, 9800 W. Smith St.
Town Council Members include Larry Crouch (President), Rick Glaub, (V.P.), Mike Beeman, Bob Flanagan and Steve Lowry.

Clerk-Treasurer 759-4000 ext. 102
The Clerk-Treasurer is the elected chief fiscal officer of the Town and is responsible for the accounting, collection and disbursement of funds and all financial matters pertaining to the Town. The clerk is also responsible for maintaining permanent record of town actions, including ordinances, resolutions, permits, titles and minutes of the meetings for the Town Council. The Clerk-Treasurer issues and/or accepts fees for licenses, permits, fines and all invoices.

Town Manager 759-4003
The Town Manager is appointed by, and reports to, the Town Council for the proper administration of all of the affairs of the Town which the Town Council has the authority to control. The Town Manager prepares the agenda for the Town Council monthly meetings. The agenda report contains all pertinent background materials and possible avenues for action. The Town Manager is also responsible for implementing town policy and moving forward priorities established by the Town Council. The Town Manager is responsible for the efficient day-to-day operation of the town departments under his jurisdiction including: Police, Street, Water, Sewer, Parks, Planning and Zoning, and Administration. The Town Manager also prepares annual budgets for these Departments.

TOWN PERMITS
Building Permits
New Construction: Building permits for the Town of Yorktown may be obtained from the Building Commissioner/Zoning Administrator. Upon application, detailed plans for the construction must be submitted to the Building Commissioner. Failure to obtain a building permit will result in fi nes, and a stop work order will be issued.
Additions and Remodeling: Any construction in excess of $1,000 requires a Building Permit from the Town of Yorktown. The fees shall be in accordance with the rate schedule established by ordinance. One and two family residential dwelling permits are issued solely by the Town of Yorktown. Commercial and Industrial building permits must be obtained from both the Town of Yorktown and the State of Indiana. Additionally, permits may be required for outdoor sheds, fences, or signs. Please check with the Building Commissioner/Zoning Administrator.

Utility Permits (New Construction)
Application for water and/or sewer connections must be obtained at the same time, or before, a Building Permit is issued. Connection to the sewer service is mandatory if the structure is within 300 feet of an existing sanitary sewer. Connection fees are based on a rate schedule approved and adopted by the Town Council.

Town Planning/Zoning
The Town of Yorktown maintains jurisdiction of its planning and zoning standards through the Yorktown Plan Commission and the Yorktown Board of Zoning Appeals. The Town Manager serves as the secretary to both of these bodies. The Zoning Administrator serves as the initial point of contact for re-zoning petitions, primary and final plat applications, street numbering, as well as applications for use or design variances from the Yorktown Zoning Ordinance.

The Town of Yorktown operates a municipal wastewater treatment plant and collection system, and municipal water distribution system. The wastewater treatment plant is a secondary treatment plant. In addition to serving residents within the Yorktown corporate limits, the wastewater treatment plant services customers of the Delaware County Regional Wastewater District on a contractual basis.
Alan Neff is the town’s certified Wastewater Treatment Plant Operator.
The water distribution system is composed of two water towers, three deep limestone wells and approximately 21 miles of water mains. The town treats its public water with chlorine, phosphate, and fluoride. All town utilities are staffed and operated by fully licensed and certified personnel, exceeding the standard state and federal requirement in both the water and wastewater utilities.
Wayne Studebaker is the town’s Certified Water Operator.

TOWN PUBLIC SERVICES
Police Department 759-7760/Emergency 911
The Yorktown Police Department (YPD) serves the Yorktown community on a 24-hour basis. The YPD is dispatched through the Delaware County Police Department, and when unable to reach police personnel at the town number (759-7760), persons should call the Delaware County Police Department (747-7878) to contact an officer. The offices of the Yorktown Police Department are located in the Yorktown Court and Police Building behind the Town Hall.
The YPD is composed of a Town Marshal, 10 full-time deputy marshals and 3 reserve deputies. The Town Council appoints the Town Marshal.
Police officers regularly undergo continuing training through monthly staff meetings and outside seminars.   Continuing training include accident investigations, drug investigations, child abuse, emergency vehicle operations, robbery investigations, firearm qualifi cations and many more.

Field Operations 759-2203
The Yorktown Public Works Department is responsible for the operation and maintenance of public infrastructure to ensure that all of our residents and visitors enjoy a healthy and safe environment. The town is committed to providing effi cient and effective, high quality services to the Town of Yorktown. The Department of Field Operations is responsible for maintaining infrastructure relating to wastewater collection, water distribution, storm water collection, streets and alleys and town parks.   Pete Olson is Yorktown’s Director of Field Operations.

Street Department/Park Department
The Street Department for the Town of Yorktown is responsible for the maintenance of streets, snow plowing, collection of limbs from storm damage only, and maintenance of the storm sewer systems. Tim Caldwell is the Street Superintendent.

Limb and Brush Collection
The Town of Yorktown will collect and dispose of limbs downed by
storm damage only. This policy was necessitated by changes in environmental law restricting the Town’s ability to dispose of these materials. Debris from limbs not downed by storms, routine trimmings and tree removals are the responsibility of the property owner and should be disposed of properly.

Solid Waste Collection
The Town of Yorktown has privatized the solid waste collection process and contracts with a private fi rm to provide those services through a public bidding process. Residential pick-up is scheduled one time per week. The town’s solid waste hauler provides customers with up to two large totes in which to place their garbage. Garbage must be placed inside the totes in order to be picked-up. Please contact the utility offi ce or town manager’s offi ce to determine your scheduled day for pick-up or to request a tote. The town also schedules two annual Curbside Community Clean-up weekends per year. On those weekends residents may dispose of larger trash items not normally picked up in the weekly collections by placing items at the curb without using the totes.

Recycling
The Town of Yorktown also provides once-a-week curbside recycling collection for the Town residents. The recycling contractor provides each customer with a specially marked bin for recycling, which is available from the Town Hall. The following items should be placed in your blue recycling bin: Plastics (soda, milk, detergent, shampoo and small mouth bottles with a #1 or #2 on the bottom); Glass (clear, brown, green and blue glass bottles and jars in which food products are packaged); Paper (newspaper, brown grocery sacks), Cans (aluminum and bi-metal beverage cans, steel food/tin cans, empty aerosol cans). Labels do not need to be removed but please rinse and fl atten when appropriate.
Leaf pick up dates are schedule in the Fall of each year. Leaves must be bagged in biodegradable yard waste bags. Collection dates for leaf collection will be published in the Pipeline newsletter.

Public Parks
Yorktown has four public parks: The Lions Club Park, located at 2400 S. Russ Street; Morrow’s Meadow, located along Tiger Drive across from the Yorktown Middle School, the Yorktown Sports Complex located on the east side of County Road 600W. just north of River Road, and Yorktown Memorial Plaza, located downtown on the northeast corner of Smith and Broadway Streets. Lions Club Park and Morrow’s Meadow are closed dusk to dawn unless there is a special event scheduled outside that time. Memorial bricks for paving Memorial Plaza are available through the Yorktown Chamber of Commerce. The park board meets the second Monday monthly at the Town Hall at 7 p.m.

Voter’s Registration
Yorktown residents may register to vote at the Town Hall up to thirty (30) days prior to any election. Registration after that time must be done at the Delaware County Building. Information about precinct numbers and voting locations may be obtained by calling Delaware County Voter’s Registration,     747-7812.

MT. PLEASANT TOWNSHIP SERVICES

The Mt. Pleasant Township Trustee’s offi ce is located in the Township Building, 2311 S. Broadway.
The Township Trustee, Steve Fields, along with the Township Board, provide Township Assistance to income qualifi ed households, and are responsible for all township funds except school funding. Township Board members are   Dan Flanagan, Ed Smith, and Dixie Quakenbush. The Trustees meet monthly at the Township
office on the second Friday at 8:00 a.m.

Town/Township Fire Department 759-5836/Emergency 911
The Yorktown/Mt. Pleasant Township Volunteer Fire Department (VFD) provides fire protection to all of Mt. Pleasant Township. It operates under a joint body of Town and Township. The fire station is located at 8905 W. Smith St. The VFD has approximately 40 volunteer firefighters.
The VFD is dispatched through 911. Response times to the furthest areas of the municipal limits are approximately 3.5 to 4.0 minutes. Firemen are summoned by portable radios and radios in private homes.

Town/Township Schools 759-2720
The Yorktown-Mt. Pleasant Township school system consists of two elementary schools, Yorktown Elementary, grades 3-5; Pleasant View Elementary, grades K-2; Yorktown Middle School, grades 6-8; and Yorktown High School, grades 9-12. The schools are located along Tiger Drive, between Highway 32 and River Road.
The School Superintendent is Dr. Zach Rozelle. The School Board meets the third Tuesday in the board room at Yorktown Elementary.

Town/Township Library 759-9723
The Yorktown/Mt. Pleasant Township Community Library is located at 8920 W. Adaline St. Any resident of the Mt. Pleasant Twp. Taxing district, age 5 or older, with a current library card in good standing, has access to materials offered by the library as long as the rules and policies of the library are respected. Residents are required to show proof of identity and residence in the district when applying for a card.
The library is open 10 a.m.-5:30 p.m. Monday and Wednesday; 10 a.m.- 8 p.m. Tuesday and Thursday; 10 a.m.-6 p.m. Friday; and 10 a.m.-4 p.m. Saturday. Closed Sunday.

Established in 1975 to adjudicate on misdemeanors, infractions, and town ordinances. Court is in session at 3 p.m. on Tuesdays. Payments may be made during regular offi ce hours from 9 a.m.-4 p.m. Monday thru Thursday and 9 a.m.-Noon on Friday or in the 24-hour drop off box.
